Gov. Pat Quinn will speak before the City Club of Chicago today where he is expected to reiterate his five-year budget blueprint.
Quinn has proposed extending a 67 percent income tax increase, saying it is needed to adequately fund schools in Illinois. He has also proposed giving Illinois residents a $500 property tax refund.
